creation and modification of cartilages

I need a little help. .
Can someone tell me the procedure for creating new files, and changing old ones, on autocad 2006?

There is no procedure, at least I think.
there are those who the cartouche does it in the model space, who (more correctly, but depends on the type of work) does it in the paper space. who puts it directly in the dwt, who still makes a dynamic block and modifies the parameters.. .
