any of you please know a way to have the odds in a thousand meters without changing settings for each design?
It seems strange that there is no general approach with a greater priority than the settings of the document. or can you choose not to use the double quota?

the double quota means that in case you have the need to insert also the conversion of quota will be used that format.
the main unit format is the one set in the first field (in your millimeter case)

what you have attached is the property tab of the environment part, if your problem is in the design environment you have to refer to the relative tab.
