Now it works... :
I just don't know what I miss out on between the old working version and the new one crashing...
but it has already solved 90% of the problem

You can "survive" with the old one too.
but did this problem arise suddenly or just installed?
Maybe you used some cleaning programs in the registry? some are invasive and go to do only damage...
Otherwise the solution is to repair autocad installation, I don't get any more to me.

Yes in fact the old manager always worked well the same as most of the commands cad... a lot of new options that cmq often disable by habit. . .

who knows... maybe some files were tampered with some utility.. .

If I were sure I could recover all the settings of icons and bars, I would uninstall and reinstall in a moment.. .
But every time I did it, I got it in my bag. .
I exported the cust_settings.zip file from the program menu, I saved the .arg file and the .cuix...
Will it be enough to do everything again?

the window of the new version is a "table", so customizable as anchoring, transparency, etc..., like the others.
