I didn't understand the layer speech at different scales. . .
Either way, if known by the image I posted the drawings are at different scales (I don't know how but I managed it!), where the top one is at 1:20 and the two below are 1:10. (right?). I say I managed because that's the pdf.

if you have the professional acrobat you can cut out the pdf. also with macos preview.

you managed because when you create a viewport vectorworks automatically proposes you to set the scale equal to that of glossy design.
this scale you can change it both in the creation stage and then from the information panel by selecting the viewport.
you having set the glossy design scales differently you have found the viewports already with the right scale, but it is important to understand that to impaginare what makes faith is the scale of viewports and not the scale of glossy design.
