I use creo elements/direct drafting 18.0, creo elements/direct modeling 18.0 with annotation, for a few months I have replaced the hardware from a hp z400 8gb ram nvidia picture fx1800 8gb ms windows xp 64 bit to a hp z420 16 gb ram nvidia picture 2000 16gb ms windows 7 64 bit .
I found a consistent loss of performance, especially in drafting 18.0. to make a trivial shift of a figure in "raster" mode, the figure during the shift flashes. the problem also arises in other applications I create, much less obvious, but there are.
Last observation, I noticed that the applications block with a much higher fragmentation than in the previous installation.

I did a test on v17 and v18.1 with the same file, and actually 18.1 is much slower than 17. I don't know if there's any options to set.

Try to turn off the areo effects when you use the 2d... it should come back like the good old days... .
 
I use "creo elements/direct modeling 18.0 with annotation" on windows 7 professional 64bit with pc of the precision t5500 (xeon quad-core 2.93ghz - nvidia picture 4000 - 6gm ram) and at performance level it's okay.
