you have the 3d to decide to lose it and to do so use the right button on the view and select "converts in view 2d".
Once there are no links to the 3d drafting 2d should let you do anything.

does it make any special mistakes? Have you installed solid edge or the solid edge viewer aboard that pc?
 
I had installed the viewer and then uninstalled it when it reported to do so during installation.
 
look in the windows log if there is this key, if you find it deleted:

hkey_local_machine\software\wow6432node\unigraphics solutions

I deleted all the solid edge keys, solid_edge, siemens, plm but it does not install!
I also tried with the original dvd of st2 nothing same speech
my pc is a laptop with windows ultimate processor dual t3400 2.16ghz 3gb ram.
