That's not the file.
autocad does not come with the file acaddoc.lsp but you can create it with a text editor (e.g. note block) and it should be inserted in a folder of the options\file\ path. . .
every time you open a dwg autocad look for this file, you find one charging it.
this is also useful by changing autocad version, just have the file to continue using your own routine libraries.

to trace a quota I use the workshops: summing up: I copied layquote.elsp in c: program files \autocad2010\support; in the same folder I created the acaddoc file. when autocad appears the quota layer in the layer list. but when I press the box of the quota remains the previous layer.
