Good morning, I'm brand new.

bricscad (as autocad) is not the ideal software to do these things. in a handful of seconds, with civilization 3d (or any topography software worthy of that name) would pull out what you need. maybe on the net you find some lisp for this kind of work, but I wouldn't know where to download it (admitted and not allowed that then functions on bricscad... )
