I have never worked with the software in question, at most I can say that I can open a pfm, empty it of what does not need by opening the levels etc., do two measures and save it. . .

a client who still has a pc with a license asks me if you can import to toptron it version 13 interchange files like iges igs step stp

We tried to "import" an iges, but we couldn't.

a former colleague of mine spoke to me (as well as the so-called "good" times) of a program (it does not remember whether it was provided by toptron or distributor) that converted an iges/step into a pfm, so that it can be opened directly as a native file. remember that it was an application by the name "cimatron utility" and that, in addition to this function, also managed licenses etc.
Monday customer control if you have dongles or permanent codes, in such case this "utility" should not have it.
If someone has this software I would be grateful to receive a contact, I would like to specify that this company uses original software.

format converters on toptronit only worked so.
the interface for the step was not there, but looking in the program directory there are also two executable stptoigs.exe and igstostp.exe
