problem with flowmeter

Hello, everyone. in a factory where I was recently, they showed me a dispenser that they made to fill liquid shampoo stems (like water for viscosity). their problem is that they have a flowmeter that when it dosed for example a liter and stops, they create bubbles that send in tilt the flowmeter and begins to continuously deliver without ever stopping. Do you know flowmeters that can overcome this problem and that I might recommend?

try to feel ifm for the flowmeters.
How do they do? pistons, lobe pumps, gravity?
if there are bubbles is not good in general to dose for a matter of precision.
in any case the flowmeter is mounted correctly? Isn't she not intruding well?
