code_aster is the fem solutor. Actually, salome is not born as a solid modeler, but with the goal of being a pre and post-processing platform for the anailis fem, and therefore:

modeling+mesh with salome ---> problem solution with code_aster --> results analysis with salome

salome-meca (if that's what you downloaded) is the union of salome and code-aster in a unique, discreetly integrated interface.
