no only the 3d is available there is the 2d access viewer that once was free but now I know they don't distribute it anymore.

under the application menu, don't you find modeling and annotation modules?

annotation (the 2d) does not part by default, you have to check its boot box, at least so it works on the commercial version, where it is entered by default of course.
