So... it happened to me that I had to do something similar with files that came from autocad.
Usually how much amount a dwg or dxf being a 2d, you are created a catdrawing that contains the imported design.
After that in the catpart, if I want to create the 3d using as a base the design 2d I cop-neck the entities I need in the sketch from which I will create the partbody. if I want to do a job well done and then take advantage of the parameterization later to make changes, usually "recess" or remake the figure with all the necessary constraints and quotas; to make it quickly instead "to hit only the holes" to make sure that the sketch is closed and not bound anything or select everything and fix it there to avoid that then for some reason you move something.
catia is a very precise system, and unfortunately it often happens that importing entities from other systems there are holes and drains between the various entities.
