This morning I speak to a person who deals with safety for companies I learned (according to this person) that the technical construction file for machines must have "sure date".
This is not the case, in fact, in the machinery directive in the Decree 17/2010 imposes it.
In my opinion the technician has made confusion with the document of the assessment of the risks drawn up by the employer imposed by Decree 81/2008.

I am looking for normative references to what has been said but I cannot find it.

the technical file of the construction (ftc) must be constructed before the entry into the machine market. ftc is an important, voluntary act that ends with the declaration of conformity (ddc). There is no certain date but there is the date of the declaration of conformity, which is certain.
You say right: the file must be supplied in congruous times, I may need time to organize it but in the ddc the manufacturer swears and proves that the technical file is "customed at...".
If you don't have it, then declare the false with everything that can behave.
therefore the ftc must be formed before the drafting of the ddc and you need to demonstrate the conformity of the machine to the res.
If you do it back, you commit an offense and if you get caught, it's caxxi.
