I think not! the license is on the use of the sw, not on the possession of the installation DVD.
With the installer, you just don't do anything.
There is no illegal file, no reference or instigation to pirates or other.

Actually, I don't think it's allowed. Clearly it's just a formal question, but it seems to me that one can copy installation cds/dvds only for backup purposes, not to give them to third parties. Moreover if companies put triple passwords on their ftp sites not to download installers if not to authorized users, a reason will be there.
